Which scholarship fits you?
France has no regional income-based scholarship like Italy’s DSU for new international students. Funding comes from government programmes, the universities themselves and business schools.
Fee exemption
Ask your public university to cut the €3,950 master’s fee to the national rate. Usually after admission.
France Excellence · Eiffel
Monthly allowance and travel; France Excellence Pakistan also pays tuition. Oct 2026–Jan 2027.
University & school awards
€2,000–€5,000 off school tuition, or €10,000 a year at Paris-Saclay. With admission.
Differentiated-fee exemptions, explained
From 2026/27, new non-EU students at public universities pay “differentiated” fees under Décret n° 2026-385. Each university can exempt a limited share of them, so asking for an exemption is the single biggest saving at a public university.
Lower caps are expected in later years. An exemption in one year does not automatically carry over to the next.
Who can get it
- Personal grounds: newcomers can apply; the university presidency decides within its quota.
- Partner agreements: double degrees and exchange programmes with reciprocity clauses.
- Scholarship holders: French government scholarship holders pay national fees.
How to apply
- Apply after admission through the university’s own form (for example eCandidat at Lyon 1).
- Explain your academic merit and financial situation clearly.
- Decisions usually come between July and September.
- Not applicable at private business schools.

France Excellence Pakistan – Climate Change (2027)
Fully funded master’s scholarships in five climate and environment programmes (IMT Atlantique, INP Pagora, Avignon, ONIRIS, Lille). Pakistani nationals up to 28, 4-year bachelor’s with CGPA 3.0+, gap of 2 years or less. Apply through Etudes en France. Read our full France Excellence Pakistan guide →
Eiffel Excellence Scholarship
€1,181 a month for master’s and €1,800 a month for PhD, plus travel, insurance and housing help. Tuition is not covered. Only French institutions submit applications, so ask your university or school early. Master’s up to 29, PhD up to 35.
Université Paris-Saclay International Master’s Scholarships
€10,000 a year plus up to €900 for travel and visa, renewable for M2. You must be admitted to a Paris-Saclay master’s first; course coordinators select candidates (2026 deadlines: 25 and 31 March). Not combinable with Eiffel or Erasmus Mundus.
Business-school merit scholarships
Most schools reduce tuition for strong profiles. Example: Rennes School of Business Talent and Unframed scholarships, up to €5,000 off tuition each, deadline 30 June.

Campus France’s search engine lists scholarships from French ministries, regions and institutions. Filter by Pakistani nationality and your level of study.

Common questions
Are there fully funded scholarships in France for Pakistani students?
Yes. The France Excellence Pakistan – Climate Change call (2027) covers tuition, a monthly allowance, a return air ticket, the visa and Etudes en France fees, and social security for five master’s programmes. The deadline is 18 November 2026.
How much is the Eiffel scholarship?
€1,181 a month for master’s students and €1,800 a month for PhD students, plus travel, insurance and housing help. It does not cover tuition. Only French institutions can submit Eiffel applications.
What is a differentiated-fee exemption?
Since 2026/27, non-EU students pay €2,902 (bachelor’s) or €3,950 (master’s) at public universities. Universities may exempt up to 30% of their non-EU students in 2026/27, bringing the fee back to the national rate.
Can I combine scholarships in France?
Often not. For example, Paris-Saclay’s international master’s scholarship cannot be combined with Eiffel or Erasmus Mundus. Always check the rules before accepting.
Is French required for these scholarships?
No. All the programmes on this page are taught in English. France Excellence Pakistan even offers free French classes before departure.
Does a scholarship replace the visa bank balance?
A scholarship that pays your living costs counts toward the €877.50 a month you must show. Fee-only awards do not, so you still need funds for living costs.
