Universitaly pre-enrolment is the step that turns your university admission into a student visa. If you are from Pakistan, India or Bangladesh and want to study in Italy, you cannot apply for an Italian study visa without it. A single mistake here, like the wrong course, a missing translation or a late submission, can cost you a whole academic year.
This guide explains the whole process step by step for the 2027–28 intake, based on the Italian Ministry of University and Research (MUR) rules that apply to both 2026/27 and 2027/28.
What is Universitaly pre-enrolment?
Universitaly is the official portal of the Italian Ministry of University and Research. Pre-enrolment (pre-iscrizione) is the online application where you tell the Italian government which university and degree programme you have been admitted to.
After you submit it, three things happen:
- Your university checks and validates your application.
- The validated application, called the summary (riepilogo), is shared with the Italian embassy or consulate in your country.
- You use that summary to apply for your Type D study visa.
In short, Universitaly connects your university and the embassy. The university says “this student is admitted”, and the embassy decides on the visa.
Who needs to do Universitaly pre-enrolment?
Pre-enrolment is mandatory for non-EU students living outside Italy who need a study visa. That includes almost every student applying from Pakistan, India and Bangladesh.
You do not need it if you are an EU citizen, or a non-EU citizen already legally living in Italy with a valid residence permit.
Key rules for 2026/27 and 2027/28
On 30 April 2026 the Ministry published a new circular for international students. For the first time it is valid for two academic years: 2026/27 and 2027/28. The most important rules:
| Rule | What it means for you |
|---|---|
| One application only | You can submit only one pre-enrolment, for one degree programme at one university. Choose carefully. |
| No switching later | After your visa is issued, you can’t enrol at a different university or in a different course from the one in your pre-enrolment. |
| University deadlines differ | Each university sets its own Universitaly deadline. For 2026/27, for example, the University of Pisa and Ca’ Foscari Venice used 30 September 2026. |
| Visa deadline | Visas for 2026/27 had to be applied for by 30 November 2026. For 2027/28 the deadline is 31 October 2027, a month earlier. |
| Financial means | For the visa you must show €10,179.85 per year, a big increase from about €6,000 in earlier years. |
| Validation is not a visa | University approval is necessary but not enough. Only the embassy or consulate decides on your visa. |
Documents you need for Universitaly
Prepare these as clear PDF scans before you start. The exact list depends on your university and course, so always check your university’s international admissions page too.
For bachelor’s degrees
- Valid passport (the main page)
- Recent passport-size photo
- Higher secondary certificate (FSc, A-Levels, HSC or Class 12) after at least 12 years of schooling, with an Italian translation if your university asks for it. A-level students: see British degree in Italy for the three-subject rule
- Admission letter or confirmation from the university
- Language certificate required by the course: English (IELTS, TOEFL or an accepted alternative) or Italian (B2 for Italian-taught courses)
- Declaration of Value (DoV) or CIMEA certificate (Statement of Comparability), if your university requires it
For master’s degrees
- Everything above, plus your bachelor’s degree certificate
- Transcript of records (all subjects and grades)
- Course descriptions or syllabus, if the university asks for them
- The university’s admission decision for the master’s programme
Tip: a CIMEA Statement of Comparability is usually faster than a Declaration of Value from the embassy, and many universities accept it. Check which one your university and embassy want before you pay for either.
How to complete Universitaly pre-enrolment: step by step
- Get admitted first. Apply directly to your chosen university and wait for the admission letter or eligibility confirmation. Universitaly comes after admission, not before.
- Create your account on universitaly.it. Use your name exactly as it appears in your passport, and an email address you check daily.
- Start a new pre-enrolment application from the international students section of your account.
- Choose the institution, city and degree programme. It must match your admission letter exactly. A different course name or degree level is the most common reason for rejection.
- Fill in your personal and passport details, plus the Italian embassy or consulate where you’ll apply for the visa (for example Islamabad or Karachi, New Delhi or Mumbai, or Dhaka).
- Upload your documents: passport, photo, qualifications, admission letter and the other items from the list above.
- Check everything and submit. Once submitted, the application goes to your university.
- Wait for validation. The university may ask you to correct or add documents. Respond quickly. Validation can take up to 90 days in busy periods.
- Download your summary (riepilogo) once your application is validated. It is your proof of admission for the visa.
- Book your visa appointment and apply for the Type D study visa before the deadline.
Universitaly timeline for the 2027–28 intake
The Ministry’s circular already covers 2027/28. Exact portal dates are published on Universitaly, so use this as a planning guide:
- October 2026 – March 2027: shortlist universities, prepare documents, start DoV or CIMEA, and apply to universities
- Spring 2027: Universitaly opens for 2027/28 (the 2026/27 window opened on 30 April 2026)
- As soon as you’re admitted: submit your pre-enrolment. Don’t wait for the deadline, because validation can take weeks.
- Summer 2027: university validation, then book your visa appointment
- By 31 October 2027: visa application deadline for 2027/28
- September – November 2027: travel to Italy, complete enrolment, and apply for your residence permit within 8 days of arrival
Documents for the study visa after Universitaly
Once your pre-enrolment is validated, prepare your visa file. Most Italian embassies ask for:
- The Universitaly summary (proof of admission)
- The completed visa application form and passport photos
- Proof of financial means: at least €10,179.85 for the academic year, from lawful and traceable sources. Bank statements, family sponsorship or a confirmed scholarship can count. A DSU application alone is not proof.
- Proof of accommodation in Italy
- Health insurance covering medical care and hospitalisation
- Your academic documents, DoV or CIMEA, and language certificate
Each embassy publishes its own checklist, so download the latest one for your country before your appointment.
Common Universitaly mistakes (and how to avoid them)
- Choosing the wrong course. The course on Universitaly must match your admission letter word for word. You can only change it before validation.
- Waiting until the last week. Universities receive thousands of applications near the deadline, and validation slows down.
- A name mismatch. Your name must be spelled the same on your passport, certificates and Universitaly account.
- Blurry or incomplete scans. Upload every page, in colour, as readable PDFs.
- Not checking email. Universities send requests for corrections by email. An unanswered request can block your validation.
- Underestimating the financial requirement. Start building your bank statement early. Sudden large deposits just before the visa appointment raise questions.
How Universitaly connects to the DSU scholarship
Universitaly and DSU are separate applications, but the timing overlaps. While you wait for Universitaly validation, you should also be collecting your family income documents for the ISEE parificato, because DSU applications usually close between July and September. Read our full DSU scholarship guide to plan both together.
Frequently asked questions
Can I apply to more than one university on Universitaly?
No. You can submit only one pre-enrolment application, for one programme at one university. You can apply to several universities directly, but on Universitaly you choose just one.
Does Universitaly validation guarantee my visa?
No. Validation means the university accepts you. The visa decision belongs only to the Italian embassy or consulate.
How long does Universitaly validation take?
It can take up to 90 days, depending on the university and how many applications it receives. Submit as early as possible after you’re admitted.
Is there a fee for Universitaly pre-enrolment?
The Universitaly portal itself is free. Costs come from other steps, such as university application fees, translations, DoV or CIMEA, and the visa.
What is the visa deadline for 2027/28?
For degree programmes starting in 2027/28, the study visa application deadline is 31 October 2027.
Can I change my course after submitting?
Only before your application is validated. After that, you must enrol in the course on your pre-enrolment.
